WORK HISTORY AND SELECTED ACCOMPLISHMENTS Keane Federal May 2006 - current Principle Consultant Jay is the Deputy Release Manager on a maintenance program at the Securities and Exchange Commission, or SEC. He leads a combined team of testers, Configuration Management and Documentation professionals in support of the SEC Filing and Forms system called EDGAR. Mr. Wenzler works with the SEC client as well as Engineering team leadership to schedule and plan out all releases of EDGAR to ensure seamless updates occur. While engaged as a Project Manager for a web stores construction effort at the Bureau of National Affairs Jay compiled and managed fulfillment of requirements documents and running project level change management activities. He led a team of 14 stakeholders and technologists through development, maintenance and SDLC process improvement activities to move the organization from a stove piped, stand alone set of publishing divisions to a centralized team with a common IT architecture and set of sharable business processes. He implemented standard PMO defined scheduling, reporting, change management and escalation practices to help ensure measurement, definition, and prioritization of all tasks and scope. He completed this tasking by delivering web stores for all publishing groups along with a common shopping cart and statistical reporting capability. While performing as Business analyst team lead at Freddie Mac Mr. Wenzler utilized the COBIT standard and his best practice expertise to define software engineering processes, policies and procedures. He developed new and refined existing web content for the client’s Technology Delivery methodology to address non-compliant audit findings. After successfully delivering that assignment he led the set up phase for the Process, Policy and Procedure, or P3, division’s Program Management Office which included construction of the operating model and associated implementation plan, authorship of the P3 PMO charter and SDLC gap analysis against industry best practices. Blue Canopy Group February 2005 – April 2006 Director, QA Services Mr. Wenzler developed standard and custom QA and Testing service for Blue Canopy Group and selected customers. As part of his daily activities he designed and delivered enterprise processes that included operational metrics and internal service level agreements. After installing an ISO based quality management system he enforced the execution of those processes through PMO executed operational audits . While leading a direct staff of 10 QA and Testing professionals he provided QA mentoring services for a large RUP based car manufacturer sales organization and a base process improvement of IV&V services provided to a large Internet Services Provider. Implementation of his findings improved time to market, product quality and customer satisfaction. Mr. Wenzler also fulfilled a business analyst role for a Rockville, Maryland based commodities broker to deliver business rules, Visio based business flows, software development requirements, use cases, traceability matrices and test cases. SAIC/Dynax August 2004 – February 2005 Senior QA Manager As Senior Quality Assurance Manager in an IV&V shop for multiple DHS agency systems Mr. Wenzler helped integrate traditional PMO standards and practices to oversee requirements engineers, system architects, development teams and management offices to deliver CMMI level 3 based audits and enforce Homeland Security’s development lifecycle for new and legacy system engineering projects. Paradigm Solutions Corporation December 2003 – July 2004 Manager, Innovation Center As manager of Paradigm’s Innovation Center Research and Development lab Mr. Wenzler led the effort to research, design and build technology based repeatable processes that facilitated inter and intra-company collaboration, business user process automation, requirements trace-ability, enhanced performance of regression testing and improved bug tracking and reporting. His team delivered SQA services and documentation products for a HUD-CPD contract. Mr. Wenzler defined and deployed Testing services in a pre-CMM-level 1 environment, and led the organization through a CMMI-SW certification effort by linking Testing workflows with those of Configuration Management and Requirements Engineering. The effort simplified documentation workflows to improve quality control and shorten time to market from 9 days to 4. Holis-tech consulting, inc. May 2003 – December 2003 Senior Consultant Engaged as a Senior QA analyst and Level 4 support engineer at SER Solutions of Sterling, Va. He used Mercury Test Director to document and complete iterative development and execution of test cases, test scripts ands test sets for the SERdistiller knowledge management tool bench product. He completed program evaluation of the Quality Management system in place and used output of that assessment to further develop the Engineering group’s existing Change Management process and the overall client’s internal efficiency improvement initiative. Mr. Wenzler also delivered a roadmap for targeted improvement of the test team’s usage of the ‘V’ methodology so that their activities are more measurable and visible to the executive management team.
